Report School Finance By Margaret Weston Nov 14, 2012 There is broad consensus that California's school finance system is inequitable, inadequate, and overly complex. In response to these critiques, this year Governor Jerry Brown proposed an overhaul of our school finance system. Also, two initiatives on the November ballot asked voters to increase education funding through tax increases: voters approved Proposition 30, which was integral to the governor's budget plan, and rejected Proposition 38, a citizens' initiative. Despite the passage of Proposition 30, California faces many school finance challenges. This report provides an overview of the state's school finance system and outlines some longstanding school finance issues that may be in play next year.

State funding could potentially address wealth disparities, but it has disproportionately benefited more-affluent districts. Policymakers should prioritize equity in facility funding so that all students have access to safe and effective learning environments.

Report Economic Development: The Local Perspective By Max Neiman, Daniel Krimm May 28, 2009 Since Proposition 13 in 1978 restricted property tax income, California’s local governments have increased their economic development activities, especially in the areas of land development and retail sales. Such measures have provoked criticism, but local officials say they have few alternatives. This paper presents a detailed survey of local economic development policies and activities. It includes assessments of their successes and failures by local officials. The results show that significant barriers to local economic activity exist, among them an inadequate state transportation infrastructure, high energy costs, and lack of an appropriately trained workforce.
