  • Two in three Californians support the state’s emissions reduction goals.
  • Strong support for cleaner fuels and energy declines if these changes would result in higher electricity bills or gas prices.
  • A slim majority of likely voters would support the $11.1 billion water bond; support for a lower bond amount is slightly higher.

  • A majority of Californians support the governor’s revised budget proposal, and there is overwhelming support for his plan to give extra funding to school districts with more disadvantaged students.
  • Most Californians favor allowing immigrants living in the U.S. illegally to stay; half say these immigrants should be allowed to apply for citizenship.
  • Californians’ support for same-sex marriage has reached a new high (56%).

  • Californians favor a switch to open election primaries, but don’t like the idea of a part-time legislature.
  • They feel that Proposition 13 has mainly been good for the state, but a majority would approve a change to taxing commercial property at current value.
  • Sixty-seven percent expect bad financial times in the coming year.

Some findings of the current survey:

  • Opposition to offshore drilling has jumped 16 percent since last year.
  • A slim majority say state action is needed right away to reduce greenhouse gas emissions.
  • Among likely voters, Jerry Brown and Meg Whitman are about even in the race for governor, with 23 percent undecided.
  • Barbara Boxer and Carly Fiorina are also in a close contest for the U.S. Senate, with 22 percent undecided.

PPIC Statewide Survey: Californians and Their Government

Key findings include Majorities of Californians across party lines support sanctioning Russia for its invasion of Ukraine, even if sanctions lead to higher energy prices. A third of Californians—and nearly half of lower-income residents—say recent price increases have caused serious financial hardship in their households. Over half of Californians are concerned about covering their housing costs, and six in ten say homelessness is a big problem in their part of the state. Partisans are divided on the need for restrictions to control the spread of COVID-19.
