Examining the Reach of Targeted School Funding

Under California’s ten-year-old funding formula, districts with higher shares of high-need students receive additional dollars on top of base funding. Districts have flexibility around spending these funds, but when money is not fully directed to the intended students and schools, the impact on achievement gaps is diluted.

Some findings of the current survey:

  • Strong majorities of Californians support the Common Core State Standards and the Local Control Funding Formula.
  • Nearly three in four say the state should fund voluntary preschool for all four-year-olds.
  • About half still consider California’s budget situation a big problem for K–12 education and view state funding for local schools as inadequate.
